this study is the operational plan for higher education in the Arab Republic of Egypt for the academic year 2009-2010. “Education in emergencies” deals with the pandemic of avian influenza and swine flu in the higher education sector in Egypt. The SPU developed it in order to set controls for the continuing provision of educational services in the higher education sector while reducing the spread of the flu virus in general, and the swine flu, in particular, in universities and higher education institutions.
